The FAST Project team, part of the UK Ministry of Defence, intends to award a contract to SAAB AB, Electronic Defence Systems (the ‘Contractor’) for the procurement of Quantity 20 Typhoon BOL IR Modified Enhanced Air Sccops (MEAS).
It is considered that this requirement can be placed using the negotiated procedure without prior publication of a contract notice pursuant to Article 28(1)(e) of Directive 2009/81/EC of the European Parliament and of the Council (Regulation 16(1)(a)(ii) of the Defence and Security Public Contract Regulations 2011), for technical reasons. This is because as a dependency to the NETMA Phase 2 Enhancements (P2E) Programme the UK is responsible for delivering a fully operationally effective MEAS, in the deployment of both BOL chaff and BOL Infra-Red, and all airworthiness evidence. To support the trials work, the UK has previously contracted Saab for the delivery of test hardware, airworthiness and structural integrity advice in support of a BAE Sytems clearance to fit these pre-production assets onto Typhoon aircraft. In their role as the key supplier of all Typhoon BOL Chaff dispenser equipment, and using wind tunnel test data and complex mathematical modelling, Saab provided an airworthiness clearance against the MEAS for the full flight spectrum including missile firings. Once the UK had conducted flight trials and proven the viability of this new Saab design, the complete airworthiness pack and a supporting UK statement was delivered to NETMA in support of the formal Qualification and Certification activities required in support of the P2E programme. There is now a need to procure the final qualified and certified hardware.
