The purpose of this framework contract is for the supply of CCTV equipment as detailed in the list below to Transport for London (TfL) and the other Greater London Authority (GLA) functional bodies including the Metropolitan Police. Network Rail, the Train Operating Companies (TOCs), the Highways Agency, London boroughs and the Ministry of Justice and all of the above bodies contractors undertaking work on their behalf are also included. It will not include installation or on-going maintenance but will include provision of warranties.

7. Lots 1 to 6 inclusive, i.e. Camera/lens, camera fixings/ fixtures, control equipment, cable and accessories, cabinets/storage and monitors and fixtures. Suppliers must be able to supply all the equipment listed in this Lot.
The detailed list of equipment required in shown in the Annex 3 of the Prequalification Questionnaire (PQQ). This list is not exhaustive and items not listed will be procured using the nearest available category. Suppliers may bid for one, more than one or for all Lots.

Transport for London (TfL) is a complex organisation operating both as a functional body of the Greater London Authority (GLA) under the direction of the Mayor of London and as a provider of transport services.
TfL wishes to establish a Framework Agreement for use by or on behalf of the organisations listed in II.1.5 (but not limited to) including their statutory successors and organisations created as a result of re-organisation or organisational changes. Any of these bodies may award a contract to the successful bidder substantially on the terms of the contract awarded by the Contracting Authority (if any). Further details will be given in the invitation documents.

If and when this requirement is offered to tender, this may at the awarding authority’s discretion, be by electronic e-tendering or e-auction or e-award system.
The Contracting Authority reserves the right to award the contract in whole or in part or not at all as a result of this call for competition. The Contracting Authority shall not be liable for any costs or expenses incurred by any bidders in responding to this notice or in tendering for the proposed contract(s). The Contracting Authority may interview any or call or all companies who express an interest in tendering for this work.

Precise information on deadline(s) for lodging appeals: This authority will incorporate a minimum 10 calendar day standstill period at the time that information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into. Applicants have two working days from notification of the award decision to request additional debriefing and that information has to be provided a minimum of 3 working days before expiry of the standstill period. Such additional information should be requested from the address in section 1.1.
If an appeal regarding the award of a contract has not been successfully resolved the (for Public Sector) Public Contracts Regulations 2006 (SI 2006 No 5) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly (generally within 3 months). Where a contract has not been entered into the court may order the settling aside of the award decision or order the authority to amend any document and may award damages. If the contract has been entered into the court may only award damages.
