Supply services of medical personnel. Administrative healthcare services. The establishment of a maximum three year single operator framework agreement for the Multi-Professional Clinical Assurance, Maintenance and Adoption of the Structure and Content of Patient Records.
The envisaged scope of the services to be delivered under the framework agreement include (but are not limited to) the following services:
-Professional assurance of care record standards;
-Maintaining standards and revising them in response to feedback during implementation;
-Professional Adoption and Engagement;
-Standardisation Committee for Care Information (SCCI) Position statement;
The operational period of the framework agreement will be a maximum of 36 months from the contract award date.

This is a Prior Information Notice (PIN) being used as a call for competition for social and specific services in accordance with the Public Contracts Regulations 2015 Article 74.
Participation in the procedure is reserved to organisations pursuing a public service mission and fulfilling the conditions set in Article 77 (3) of the Public Contract Regulations 2015 (set out below).
‘In this regulation, ‘qualifying organisation’ means an organisation which fulfils all of the following conditions:
(a) its objective is the pursuit of a public service mission linked to the delivery of services covered under the reserved contracts provision;
(b) profits are reinvested with a view to achieving the organisation's objective, and any distribution of profits is based on participatory considerations;
(c) the structures of management or ownership of the organisation are (or will be, if and when it performs the contract) -
(i) based on employee ownership or participatory principles, or
(ii) require the active participation of employees, users or stakeholders; and
(d) the organisation has not been awarded, pursuant to this regulation, a contract for the services concerned by the contracting authority concerned within the past 3 years.’
It is important to note that this PIN notice is the call for competition for this requirement. There will be no further notices calling for competition prior to contract award. Interested parties on reviewing this PIN, must obtain the tender documentation from Delta and submit in line with the instructions in the documentation.
