The NHS spends approximately 5 700 000 000 GBP on goods each year. The procurement and supply of this large range of products, from sutures to linear accelerators, is vital to the delivery of an effective and efficient healthcare service.
In order to promote the efficient procurement of these goods across the UK healthcare system, the NHS Business Services Authority (NHSBSA) entered into a contract with DHL (trading as ‘NHS Supply Chain’) for the establishment of a national supply chain arrangement in 2006. Following an extension in 2015, this contract is due to expire on 30.9.2018 (not inclusive).
The contracting authority is seeking to appoint a supplier or suppliers which can provide procurement and logistics services to any or all of the following:
- any NHS Trust;
- any other NHS entity; and
- any government department agency or other statutory body and/or any private sector health care provider of NHS funded care.
Full details of those contracting authorities who may be able to use the goods and services procured by the contracting authority will be set out in the Contract Notice.
Any final contract(s) may feature multiple procurements/lots, but in-scope functions include (but are not limited to):
- Logistics;
- Procurement Services, who will be responsible for procuring suppliers;
- Back Office Transactional Finance Processing; and
- Supporting Technology and Infrastructure.
The types of goods covered are likely to include:
- Common goods and services (e.g. stationery);
- Everyday hospital consumables (e.g. gloves);
- High value healthcare consumables (e.g. pacemakers); and
- Capital items (e.g. MRI scanners).
The contracting authority is seeking expressions of interest in writing from the market place in response to this PIN to help inform the strategy to best meet the future procurement and supply chain needs of the NHS in England. Expressions of interest are invited up to 17:00 hours on 20.11.2015. All expressions of interest are to be made via email to

The procurement is at the pre-tender stage. The purpose of which is to engage suppliers to understand market capability and capacity to deliver the requirements and understand providers views on the initial information provided in the Short Description at II.4).

Any draft documents that are shared through the market engagement process may have some cross references which are not accurate, sections which are not fully developed, some sections which may be repetitive, some omissions and all the drafts will require further work. However the Contracting Authority is sharing these draft documents in good faith so genuine views on how this requirement can be delivered can be sought from the market.
Information given during the events will be made accessible to all interested suppliers, including those unable to attend the event, in due course. Suppliers will also be given the opportunity to collaborate with other attendees during the event.
When expressing an interest service providers should provide:
(i) the contact details of the suppliers representative;
(ii) a single paragraph summary of your organisations experience including whether you are a Small to Medium sized Enterprise or Voluntary Sector Organisation. This summary may be shared with other participants in order to promote discussion.
Please note, all organisations which register their interest will be asked to sign a confidentiality agreement and attendance of the events will be subject to the contracting authority receiving a signed confidentiality agreement from organisations wishing to attend. There will be a maximum attendance of 2 attendees per organisation.
Organisations not attending the Supplier Information events, but still wishing to participate in future sessions are also advised to register with the email address listed above.
