Network Rail is planning to develop the ‘Forth Bridge Experience’ visitor experience which is comprised of a direct elevator access to a viewing area at the top of the bridge to the North end of the Bridge and accessed via a state of the art visitor centre and a Bridge Walk starting from the South Queensferry end.
The tender for the bridge operator will relate to both north and south end operations including the visitor centre, the elevator experience, the bridge walk/climb, all catering and retail and exhibition space. A tender for building design services has been let separately as will the Construction Works and the successful bidder will work with the appointed design team.

II.2.1)Total quantity or scope:
The Stage 1 input will provide market leading intelligence to inform the design of the Visitor Centre (North Side) and Bridge Walk Reception Centre (South Side) to maximise utilisation and ensure that the visitor experience meets and exceeds expectations. This will cover the following key outputs:
- Overall, creating an exceptional visitor experience by ensuring that it is visitor focussed and offers an outstanding experience. This includes communication methods, photo-points, commercial and reception centre fit out and services.
- Providing operational planning input into the shell and core building design process.
- Operator input into the Bridge Walk route, visitor reception facilities visitor experience design and fit-out of all aspects of the elevator experience and the visitor centre.
- Operational planning to inform the business plan and design development process.
- Support to the Market research to build on previously available intelligence to inform the design of the visitor experience.
- Support Network Rail in the development of the business plan.
The Stage 2 services will be for the provision of the on-going management and operation of the Visitor Attraction including:
- Development of all operational procedures.
- Operational commissioning.
- Provision of all pre-opening management services including, pre-launch marketing and promotion (including local and national PR), brand development, staff recruitment, financial planning, setting up retail and catering services, corporate events planning and marketing etc.
- Operation of the Bridge Walk and elevator/visitor centre.
- Provision of all management services.
- All marketing and PR activities.
The tender for the bridge operator will relate to both north and south end operations including; the Bridge Walk reception centre (South side) the visitor centre (north side), the panoramic elevator experience, the bridge walk, catering, retail and exhibition spaces.
It is planned that the Bridge Walk at the south end of the bridge will open in early 2016, with the reception centre as the starting point for the Walk. The elevator, viewing platform and visitor centre to the north end of the bridge will open early in 2017.
As detailed within II.2.2, this Contract will be let as a single Contract with 2 separate stages. Stage 1 will comprise the consultancy support in relation to the development of the experience only including the provision of advice and support in relation to the design, areas, access and egress, circulation, safety requirements and all other elements to create a world class visitor experience. The second Stage of the Contract will be the operation and management of the facility for a period of up to 10 years.
Progression from Stage 1 to Stage 2 shall be subject formal written instruction from Network Rail which shall be based upon reaching agreement over the terms of the operation and following obtaining all necessary approvals as required to carry out the operation of the Experience. There will also be a Contract 'break' at 5 years which will give Network Rail the right to terminate the agreement at that date.

VI.4.2)Lodging of appeals
Precise information on deadline(s) for lodging appeals: Network Rail will incorporate a standstill period at the point information on the award of the contract is communicated to tenderers. That notification will provide full information on the award decision. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into.
The Public Contract Regulations 2006 provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
