II.4)Short description of nature and quantity or value of supplies or services:
Crown Commercial Service, as the Contracting Authority, intends to put in place a Pan Government Framework Agreement for use by UK public sector bodies for the provision of grant design, delivery and support services.
The aim of the Framework Agreement is to appoint suppliers able to administer and support delivery of central Government grants and grant programmes. This will include design of grants and grant programmes; assessment of applications; as well as distribution and monitoring of central Government grant monies; and providing a variety of services to support applicants or funded organisations. This will include supporting Government Departments in the delivery of a wide range of policy objectives through a range of potential grant recipients including voluntary, community and social enterprise organisations, co operatives, mutuals and other socially motivated organisations.
The proposed Framework lotting structure will include the provision to administer elements of a grant programme (e.g. support for implementation, communication or marketing) as well as delivery of the end to end administration of a grant and/or grant programme.
The intention at this stage is to seek to award a Framework comprising of three Lots:
Lot 1: Grant Administration - full range of services required to design and deliver grant programmes aimed at VCSE organisations from end to end
Lot 2: Implementation and Direct Support - Implement delivery of grant programme and provide necessary support to grant recipients
Lot 3: Fully Managed Service (Grant Administration and Technical Support)
The estimated value of the Framework Agreement and Lot values will be confirmed within the OJEU Contract Notice publication.
It is envisaged that the Framework Agreement will be awarded for an initial term of 2 years with an option to extend for 2 further periods of 12 months (2 + 1 + 1). The extensions will be exercised at the discretion of the Contracting Authority.
