Justification for the award of the contract without prior publication of a contract notice in the Official Journal of the European Union:

Light Weapons, Photographic and Batteries (LWPB) Project Team, part of the UK Ministry of Defence, intends to place an Enabling Contract with Beechwood Equipment Ltd to enable the further procurement of In-Service Weapon Sights and Pistols for which Beechwood Equipment Ltd are the sole, exclusive distributors of these products within the UK. The Contract duration will be for a period of 3 years. It is considered that this Contract can be placed using the negotiated procedure without prior publication pursuant to Article 31(2)(b)of Directive 2004/18/EC (Regulation 14(1)(b)(ii)of UK Public Contracts Regulations 2006). This is because a change of supplier will introduce material and different technical characteristics which will result in incompatibility difficulties in operating and maintaining the equipment together with a disproportionate impact on costs and the logistics to ensure maintenance and operations.
