II.1.5)Short description of the contract or purchase(s)
Harlow District Council (Harlow) is seeking expressions of interest from suitably qualified and experienced service providers to enter into a long-term partnering arrangement for the delivery of a programme of works consisting of kitchens, bathrooms, heating systems and electrical works (the Programme) to its residential housing stock comprising approximately 12,213 properties in the contract area, of which 2353 are leasehold and 9860 are tenanted. The number of properties may increase or decrease over the term of the Programme.
The programme is divided into 2 lots:
Lot 1 - internal works.
Harlow is seeking to establish a framework of up to three (3) service providers to carry out the following works:
- Kitchen works (including partial re-wire),
- Bathroom works (as appropriate),
- Heating system and boiler replacement,
- Full electrical re-wires (where necessary),
- Other identified internal alterations such as layout changes.
It is anticipated that the two highest scoring service providers shall be awarded the work under the framework, with the third highest scoring service provider providing back-up assistance where required. The value of this framework is expected to be between 50 000 000 GBP and 60 000 000 GBP in total.
Lot 2 - replacement of windows and doors.
Harlow is seeking to enter into a framework agreement with the most economically advantageous service provider for the delivery of a comprehensive replacement uPVC double glazed Windows and composite GRP Doors programme. Harlow is seeking to appoint a single service provider to a framework agreement, with an expected value of 7 000 000 GBP.
Harlow will enter into a framework agreement with the successful service providers for each Lot, to be in the form of a modified TPC2005 Term Partnering Contract (2008 edition), details of which will be included in the tender documents. Framework agreements for each Lot are expected to last for a term of four (4) years. However, work may be awarded under either or both framework agreements which may extend into a fifth year.
Harlow makes no guarantee as to the amount or value of work awarded under either framework agreement. The works to be let under the framework agreements will be awarded at the sole discretion of Harlow including the size, content, location and mix to ensure best value for money.
Harlow are keen to promote sustainable communities including development of training and skills. To that end, the framework agreements will include provisions relating in particular to the achievement of social aims. Further details will be provided in the tender documents.
The successful service providers will be expected to enter into a Strategic Alliancing Agreement in a form to be provided with Harlow and Harlow's other service providers which shall provide for benchmarking of cost and performance and supply chain engineering, as well as permitting Harlow to re-allocate work between the service providers.
