This contract will be for the use of the Department for Work and Pensions (DWP), its Executive Agencies and those Non-Departmental Public Bodies (NDPBs) sponsored by DWP. The Contracting Authority used an eTendering system in this procurement exercise and requests to participate (expressions of interest) were accepted through registration via BravoSolution https://dwp.bravosolution.co.uk.

A financial evaluation of all bidders who achieved over 60 % in the quality evaluation was conducted. The evaluation was undertaken on the proportion of the overall discount provided to DWP by the bidder (discount split). The decision on the successful Tenderer was made on the basis of the Tenderer which had a total of a least 60 % of the Quality Award Criteria and that supplied the most economically advantageous discounts.
Estimated value of contract (based on value per annum) is in the range between 500 000,00 and 2 900 000,00 GBP.

Precise information on deadline(s) for lodging appeals: This authority incorporated the required standstill period at the point information on the award of contract was communicated to tenderers. The Public Contracts Regulations 2006 (SI 2006 No 5) (as amended) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought within 30 days of the date of knowledge (the date on which the economic operator first knew or ought to have known that grounds for starting the proceedings had arisen) unless the court considers that there is good reason for extending that period (up to a maximum of 3 months from the date of knowledge). If the contract has been entered into the court may award damages and in the case of specified breaches of the rules may also order the termination or shortening of the contract and the levying of fines. The purpose of the standstill period referred to above was to allow parties to apply to the Courts to set aside the award decision before the contract was entered into.
