Work Package 1 (WP1): As part of the implementation of Phase 2 of the masterplan, the strategic need for a 90-person in-vitro laboratory facility operating at Containment Level 2 (CL2 / BSL2) has been identified, and a requirement to appoint a multi-disciplinary design team for the delivery of this work package. The technical content of the facility will comprise generic and specialist laboratories, together with write-up, support, ancillary and plant spaces, with an approximate floor area of 5,000 m. sq. over three floors. It will be a stand alone building, situated on an operational research campus in close proximity to other similar facilities, with a construction value estimated to be between 10 and 20 000 000 GBP.
The multi-disciplinary design team will take the design to RIBA Stage C, through Stage D and to the development of Employers Requirements. A yet to be appointed construction company will assume responsibility for completing the design, with the multi-disciplinary team remaining in place as monitoring consultants and technical advisors. The multi-disciplinary design team will consist of a lead consultant (who may be any of the following), and is envisaged may include an architect, civil and structural engineer, and mechanical and electrical building services engineers. Additionally Fire, Acoustic, Planning and BREEAM specialist consultants will be required.
There is an expectation that the successful consultants will be able to demonstrate an in depth knowledge, capability and experience of Building Information Modelling (BIM) and be fully conversant with latest Government thinking on sustainable consumption and production, natural resource protection and environmental enhancement, and building sustainable communities.

An Industry Day may be held in Swindon on Tuesday 31st July to which all respondents to this Notice are invited, provided that they sign and return an unamended Confidentiality Agreement and pass the criteria contained in the documents, copies of which can be obtained by e-mail from .

No company will be allowed either to participate in the Industry Day or to receive any further documentation before entering into an unamended Confidentiality Agreement.
The purpose of the Industry Day is to further engage with and inform the market prior to the issue of a Request for a Quotation (RFQ).

VI.4.2)Lodging of appeals
Precise information on deadline(s) for lodging appeals: The Contracting Authority will notify suppliers knocked out at PQQ stage and not invited to tender why they were unsuccessful. The Contracting Authority will incorporate a minimum 10 calendar day stand still period at the point information of the Award of the Contract is communicated to tenderers. The 10 day period will be extended to 15 days from the 'relevant sending date' when the 'Alcatel' letter is not sent electronically. This period allows unsuccessful tenderers to seek further debriefing from the Contracting Authority before the contract is entered into. Such additional information should be requested from the address in Section I.1. The Public Contracts (Amendment) Regulations 2009 also clarify that a letter received from an unsuccessful bidder is not in itself enough to extend the legal standstill period and prevent the authority signing the contract. To do so, a bidder must actually go to court, issue proceedings, and serve them. If an appeal regarding the award of the contract has not been successfully resolved, the Public Contracts Regulations 2006 (SI 2006 No5) as amended by the Public Contracts (Amendment) Regulations 2009, provide for aggrieved parties who have been harmed or are at risk of harm by breach of the rules to take action in the High Court (England Wales and Northern Ireland). The new limitation period will apply specifically where a bidder brings an 'ineffectiveness' claim. There is a six month long stop period that will be shortened to 30 days where the authority has published an award notice, or where they have notified the losing bidders of their exclusion, and given proper reasons.
