The current contractual arrangement expires on 31.3.2012. By issuing a one year contract, to expire 31.3.2013 (with the caveat to extend further if absolutely necessary pending any further delay from the DH with the introduction of Healthwatch), WSCC would continue to work with a known, good quality service provider to ensure there is a smooth transition from the LINk to HealthWatch. Especially as the services delivered via the LINk will need to be scaled down through a transitional period as the new Healthwatch vehicle is mobilised.
Going to the market for a one year contract could mean a potential new provider would be appointed who would need time to set up and network before beginning gaining customer views of Health and Social Services. This would not be attractive or practical for either WSCC or any provider to take on.
Originally the White Paper proposed that from 2012 local HealthWatch would retain existing LINks’ responsibilities and have additional functions included. The responsibility of WSCC to commission support to the LINk during 2011/12, as set out in the 2007 Act, remains, therefore it is necessary for the LINk to continue and develop into Healthwatch for the revised date of April 2013.
The procurement process for a service provider(s) to deliver a Local Healthwatch for West Sussex with a view to complete the procurement and award a contract by October 2012. This will enable a minimum 6 month transition period to flex the requirements to meet our statutory duty for the LINk while mobilising the new service to meet the statutory duty for Healthwatch from 1.4.2013, if the current timetable is maintained by the DH.
The transition period will further benefit through close collaborative working with Help and Care, as a known provider to jointly develop and transition to HealthWatch.
The single tender approach would make savings through cost avoidance by not undertaking a full procurement for this one year transition period. Given the complexity of the issues surrounding this contract and the time required to bed in and become familiar with this contract and the agencies within West Sussex it is unlikely that full service would be experienced if there were to be a change in provider. This was experienced when the contract was initially set up.
