It is currently envisaged that Phase 1 will comprise a mixed-use development to include up to 20 000 square metres (gross floor space) of commercial development, with future phase(s) to comprise around 1 250 residential units and associated neighbourhood facilities and ancillary retail / commercial facilities.

Scheme parameters are set out in full in the Northampton Central Area Action Plan (CAAP). The comprehensive scheme will broadly consist of a mixed use development to include up to 20 000 square metres (gross) of commercial development, but this will be subject to confirmation at long list stage. No estimated value can be confirmed at this stage. Further scheme details are set out in the Brochure and Instructions to Bidders Document. Future phases will be dependant upon the continued availability of the site for development (see pre-qualification questionnaire pack for further details).

Information and formalities necessary for evaluating if the requirements are met: (1) All candidates will be required to produce a certificate or declaration demonstrating that the candidate, their directors, or any other person who has powers of representation, decision or control of the candidate has not been convicted of conspiracy, corruption, bribery, or money laundering. Failure to provide such a declaration will result in the candidate being declared ineligible and they will not be selected to participate in this procurement process.
(2) All candidates will be required to produce a certificate or declaration demonstrating that they have not committed an act of grave misconduct in the course of their business or profession.
(3) All candidates must comply with the requirements of the State in which they are established, regarding registration on the professional or trade register.
(4) Any candidate found to be guilty of serious misrepresentation in providing any information required, may be declared ineligible and not selected to continue with this procurement process.

The Invitation to Negotiate will be issued to long-listed bidders following the outcome of the Compulsory Purchase Order process which is being progressed in parallel with the procurement of a development partner.
The Corporation does not bind itself to accept any tender and is not liable for any costs incurred by those expressing an interest or tendering for this opportunity.
CBRE the contact provided to obtain further information are assisting the contracting authority WNDC in conducting the procurement process for this requirement. Therefore for the avoidance of doubt, the contract will be entered into by WNDC and the successful tenderers. CBRE is not acting as a central purchasing body.
