This project involves supporting the Delapre Abbey Project Board in taking forward a Heritage Lottery stage 2 application to secure funding for the conservation, repair and upgrading for new uses of Delapre Abbey.
The Council wishes to engage a professional Design Team to develop Delapre Abbey restoration and conservation proposals up to and including RIBA stage D prior to submitting a round 2 application to the Heritage Lottery Fund (HLF) for capital funding.
The design proposals are expected to come forward in conjunction with a detailed Business Plan which will outline the operating concept and schematic design, public benefits, site rationalisation and long term financial viability of the scheme.
There will be no commitment at this stage beyond RIBA stage D. If the project secures further HLF funding, listed building and planning consent and proceeds beyond RIBA stage D, it is intended that the contract will be extended to RIBA stage L at the sole discretion of the Council. It is estimated that the stand-down period while the Council awaits the HLF's decision will be a maximum of 6 months, and a minimum of 3 months.
The estimated initial contract period is for 18 months and the earliest anticipated commencement date is November 2011, however, prospective consultants are advised that this will depend on the HLF’s timetable and timing.
