The following is for information only:
In order to respond to this advert, Applicants must request, complete and submit to the Contracting Authority TWO hard copies and One Microsoft Office 2003 compatible (or equivalent) electronic copy on CD of a completed pre-qualification questionnaire (PQQ) in respect of each lot for which the applicant wishes to be considered as a potential tenderer (see III.2).
One separate copy of the applicant's last 2 years annual accounts should be submitted in respect of each applicant.

Applicants may apply for one or more lots.
Completed pre-qualification questionnaires must be received by Wednesday 2.3.2011.
The Department is seeking to appoint organisations who have a proven track record of providing and delivering a wide range of specialist transport-related technical and engineering advice, consultancy and research services. It is also seeking to secure access to specialists and academics in the research field. Applicants should be able to show that they can provide a broad range of relevant expertise and experience through both their own workforce and through established and/or proposed supply chains.
Whilst small and medium sized enterprises are welcome to compete for this Framework, they may also wish to consider working with other service providers.
The framework may be used for central and local government funded work undertaken by rail safety & standards board (RSSB), technology strategy board (TSB), and similar bodies.
Work will also fall within service categories 8 and 10 (Section II.1.2 refers).
Work will be allocated to suppliers by the fair allocation by value of work across each lot by a framework board (or similar body), or by further competition across eligible suppliers, subject to on-going acceptable performance of suppliers.

The Department intends to hold a briefing session in Great Minster House, 76 Marsham St, London SW1P 4DR at 10 am on Friday 4.2.2011. Applicants wishing to attend should e-mail: .

The framework shall have a duration of three years from award, with an option for the Authority to extend for up to one further year.
It should be noted that the Department is working with the Efficiency and Reform Group in the Cabinet Office and any invitation to tender is likely to include price matching and other clauses to ensure that any advantages in any further Central UK Government framework can also be applied to this framework.
The Department reserves the right:
(a) Not to award any contract as a result of the procurement process commenced by publication of this notice;
(b) To make whatever changes it may see fit to the content and structure of the tender competition.
In no circumstances will the Department be liable for any costs incurred by applicants and selected bidders in submitting a PQQ, and in tendering for the proposed framework or any further competitions within the framework.
Applicants must note that transparency requirements will be a condition of the proposed framework agreement and any orders placed under that agreement. Those requirements will permit the Contracting Authorities to publish the text of the agreement, any orders they place, and information contained within tenders, subject to possible redactions at the sole discretion of the Contracting Authority.
The Department reserves the right to alter the number and composition of lots prior to tender.

Precise information on deadline(s) for lodging appeals: The Department for Transport will incorporate a minimum 10 calendar day standstill period at the point information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into. Applicants have 2 working days from the notification of the award decision to request additional debriefing and that information has to be provided a minimum of 3 working days before the expiry of the standstill period. In the first instance such additional information should be requested from the address provided in part I.1. Following that if the parties still cannot resolve the matter, it should be escalated to the Head of Procurement, Commercial and Technical Services, Department for Transport, 3/26aGreat Minster House, 33 Horseferry Road, London SW1P 4DR, UNITED KINGDOM. If an appeal regarding the award of a contract has not been successfully resolved, the Public Contracts Regulations 2006 (SI 2006 No 5) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
