Working on behalf of the Department for Education (DfE), Buying Solutions aims to set up a framework agreement, in support of government educational strategies and policies, to enable educational institutions or a range of procurement authorities or their agents, to obtain specialist quality-assured educational ICT services. This framework agreement follows on from the Becta ICT services framework let last year and subsequently assigned to DfE ownership (contract notice 2010/S 43-063793) which started the process. This new framework agreement will provide customers with the option to obtain the services detailed below:
1 Information management - services which will incorporate the ICT service managed provision of core elements of a management information system (MIS), either as a single MIS product/service or multiple elements combined to provide the core components in one integrated solution. There will be particular emphasis in ensuring that these services can share specific information with (at a minimum) the learning platform services they provide; and
2 Learning Services - this will cover the ICT service managed provision and integration of core components of learning platforms, either as a single learning platform product/service or multiple elements combined to provide the core components in one integrated solution. There will be particular emphasis on ensuring that these services can share specific information with the management information system (MIS) in operation at the learning establishment (e.g. school, college, CLC, library).
Using their specialist educational knowledge, the Department for Education will be responsible for specifying technical principles and functional requirements in relation to these services.
This will be a multi supplier framework.

For this to be done tenderers will be expected to facilitate access to a working example (able to demonstrate user accounts and associated data conformance) of their solution (i.e. a learning platform service and/or management information system, depending on the tendered lots) via a "web interface” (accessible from a remote evaluation site located in the UK).

INFORMATION ABOUT LOTS

LOT NO: 1 TITLE Information management
1)SHORT DESCRIPTION
This will cover the ICT service managed provision of core elements of a management information system (MIS), either as a single MIS product/service or multiple elements combined to provide the core components in one integrated solution. There will be particular emphasis in ensuring that these services can share specific information with (at a minimum) the learning platform services they provide. The specific service areas required would include: user management; learner information management; curriculum management; non-curriculum management; communication tools; storage management; service elements; common non-functional requirements; information management services requirements, including learner management, data, financial and facilities management. The functions of the MIS could include: admissions management, assessment and attainment management, attendance management, behaviour management, curriculum planning.
Data transfer, SEN management, student personal records, statutory returns, timetable construction, timetable view, options management, workforce management and staff cover,
Finance, asset management, data mining, trend analysis and predictions, web access to real-time MIS data for teachers and parents, parent/carer report generation, 14 to 19 partnership data sharing,
Examination management and library / resource management.

The requirements we expect to be met by the learning platforms being procured include: user management; learner information management; curriculum management; non-curriculum management; communication tools; storage management; service elements; common non-functional requirements; learning services requirements including digital learning resource management, curriculum and learning management and communication and collaboration management. For information, this framework does not cover curriculum content.
