  • Extreme urgency brought about by events unforeseeable for the contracting authority and in accordance with the strict conditions stated in the directive
Explanation:

The award is strictly necessary and extremely urgent in order for the contracting authority to submit a planning application for the scheme in February 2018. February 2018 is set to allow time for the local authority to validate and register the planning application in advance of the elections. It is necessary for an architect to be appointed. The pre-application discussions with the local authority must start immediately in order to achieve the deadline of February 2018, therefore the contract must be awarded urgently to allow the scheme to develop within the necessary time frame. There is already a considerable amount of political uncertainty surrounding the delivery of the scheme due to the snap election and result in June 2017 which was not foreseeable by or attributable to the contracting authority. The reduction in the Conservative Government's majority means that the approach to the delivery of Brexit is unclear. This has implications for the housing and office market within London. If the deadline of February 2018 is not achieved the scheme will be exposed to additional uncertainty due to the local elections in May 2018 which could mean the scheme may not be achieved at all. This would cause losses to the contracting authority and those it has already contracted with in relation to the scheme.
