The object of this notice is to advertise requirements for both materials and to achieve GPHG's policy goals, the subject matter of this procurement has been scoped to take into account the priorities of GPHG relating to economic, social and environmental well-being. These priorities are described in further detail in the contract documents and are reflected in relevant social and economic characteristics in the award criteria that GPHG will use in determining the award of the contracts under the DPS. Contract performance conditions may relate to social and economic considerations.

GPHG expressly reserves the right (i) not to set up the DPS or award any contract as a result of the procurement process commenced by publication of this notice; and (ii) to make whatever changes it may see fit to the content and structure of the procurement; and in no circumstances will GPHG be liable for any costs incurred by the candidates.

GPHG will incorporate a minimum 10 calendar day standstill period at the point information on the award of the contract is communicated to tenderers. The Public Contracts Regulations 2015 provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Generally, any such action must be brought within 30 days from the date the aggrieved party knew or ought to have known about breach.
