Due to some impending operational structural changes and the current outlook for Welfare Reform, prompt action is required to implement a solution to assess and prioritise rent collection activities. A number of possible solutions have been provisionally reviewed alongside assessing changes to internal processes. However, due to the current urgency to implement a solution, a full tender process has not been possible.

The proposed solution is to be utilised for a maximum period of 12-months during which time a compliant tender process will be carried out.

This emergency supplier appointment and the short-term contract awarded will deliver an interim solution to mitigate the impact of Welfare Reform on Home Group's rent collection processes alongside changes to the operational management structure. The managed service will provide an integrated reporting, analysis and prioritisation framework for front-line housing teams and Customer Service Centre that will deliver efficiencies and be more effective than the current solution for the collection of rental income and the management of customer arrears.

Due to some impending operational structural changes and the current outlook for Welfare Reform, prompt action is required to implement a solution to assess and prioritise rent collection activities. A number of possible options have been provisionally reviewed alongside assessing changes to internal processes. However, due to the current urgency to implement a solution, a full tender process has not been possible.

The proposed solution is to be utilised for a maximum period of 12-months during which time a compliant tender process will be carried out.
