In order to improve placement choice and quality, the Councils wish to work in partnership with a number of providers who can demonstrate that they have the ability to deliver high quality independent foster care services, and work in partnership to ensure a range of placements are available based within or near the Councils boundaries.

Estimated total value is 200 000 000 GBP - 400 000 000 GBP. This notice is for the annual re-advertising.

Please see main short description. The total contract value per Lot is based on the anticipated spend in year 1 only. It is to be noted that Lot 4 is a new service and contract usage and spend is yet to be determined and will be based on market response and capacity to deliver the new requirements. The South Central Consortium anticipate an increase in foster care placement numbers throughout the term of the contract and therefore the overall contract value is based on an overall spend of 200 000 000 GBP to 400 000 000 GBP to take in to account an increase in demand.

Currently there is no option on the Framework Agreement to bid for Block Contracts in Lot 4. The Councils reserve the right, subject to agreement with existing providers to vary the terms and conditions of this Framework Agreement by amending Lot 4 to allow Councils to run mini-competitions to place block contracts. Any new providers joining the framework will be subject to the same terms and conditions. These would only be open to Providers selected for Lot 4. For the avoidance of doubt this means both existing Bidders and new Bidders who have been selected for Lot 4 either as part of the initial tender or as part of the annual reopening of the Framework Agreement. If you wish to bid for any potential future Block Contracts for Lot 4, you must be accepted first onto the Framework Agreement. This would be either from the initial Framework Agreement bidding process or via the annual reopening.

This procurement is being run pursuant to Regulations 74, 75 & 76 of Chapter 3 of the Public Contract Regulations 2015. In respect of each Lot, the procured services will be provided under a multi-provider framework agreement with a term of four (4) years from 1.4.2017 until 31.3.2021.

Annually during the Framework Agreement Term, providers of fostering services similar to, or the same as the Services who are not Framework Providers including those that have previously applied and failed to become a Framework Provider are given a further opportunity to obtain a place on the fostering framework arrangements of which this Framework Agreement forms a part. The Purchasers will advertise this opportunity before the first, second and third anniversaries of the Commencement Date and will place the advertisements in Southampton City Council's E-tendering portal - Curtis Fitch, the Official Journal of European Union (OJEU) and Contract Finder.

This procurement is being managed by Capita Business Services Limited (‘Capita’) on behalf of Southampton City Council under a Strategic Services Partnership. Both Capita and Southampton City Council are delivering this procurement on behalf of the Councils.

The contract between Southampton City Council (Lead Purchaser) and Capita provides for tenders and all information submitted in response to this invitation to tender to be treated as confidential by Capita and not to be used for any other purpose than the provision of services to the Council under the Strategic Services Partnership.

The Councils are subject to the provisions of the Freedom of Information Act 2000 and the Environmental Information Regulations 2004 (the Information Acts) and all correspondence received from Bidders maybe subject to disclosure in accordance with the Information Acts. If any tenderer considers that any of the information it submits to the Councils is exempt from disclosure under the Information Acts then this should be stated in writing at the time the information is supplied together with the reason for considering it exempt. This notice is for the annual re-advertising of the Framework Agreement for the Provision of Independent Fostering Agency Services, Reference Number: EC09/01/2422, which will be available for tenders before the first, second and third anniversaries of the Commencement Date as stated in the original OJEU Advertisement 19.8.16 and amended 1.9.16. The Framework Agreement commenced on 1.4.17 for a period of 4 years and will expire 31.3.21. This notice is to advertise the first annual re-opening for Year 2 of the Framework Agreement. For the avoidance of doubt this Framework Agreement will have 3 years remaining only as from 1.4.18 and will expire 31.3.21.
