II.1.4)Short description:

MGB 81, built by the British Powerboat Company in 1942, had a top speed of 42 knots. She is an irreplaceable British Maritime heritage asset.

Physical Works - MGB 81 is suffering from severe hull degradation as her timber construction is now 75 years old. A recent survey has indicated in her current state she should only be used for ‘light use’. Work to return her to an ‘as new’ condition requires specialist shipwrights capable of working in timber and with great versatility. The proposal is to fit 3 new engines which will reduce fuel consumption by 50 % and provide future operational reliability, This is specialist work and will need to be supplied by a high quality and extensively equipped provider. In order to access the engine room, she will need to be partially dismantled and reassembled. During these works, her interior will be fully restored and upgraded with a pressurised water system and galley facilities for her crew, enabling use on longer voyages.

Section IV: Procedure

IV.1)Description
IV.1.1)Type of procedure
Negotiated procedure without prior publication
  • The works, supplies or services can be provided only by a particular economic operator for the following reason:
    • absence of competition for technical reasons
Explanation:

A significant amount of work to the vessel is required of a highly specialised nature. She is built in a way unique to these craft and needs a very adaptable yard to handle her. Additionally, her condition survey revealed that she is not in a fit state to be moved any great distance. It is necessary therefore for her to remain in the Solent area of Southern England. A local search of likely specialist yards in the area yielded little interest with only one yard expressing both interest and capability. MGB 81 is a large boat and there are few facilities locally which can handle her size and provide the technical expertise and all round facility. An invitation to tender supplied to British Marine to stimulate a national search yielded no alternative solutions that can handle the entire project.

PNBPT were advised that the yard which has expressed interest is 1 of the longest established boatyards in the UK and has extensive experience of this type of work. Details of their facilities can be accessed via www.berthon.co.uk
