Main Contractor building works for the minor refurbishment and extension of a rehearsal, recording and event venue to a grade 2 listed building.

The Hallé wishes to procure the services of a main contractor to progress the refurbishment and extension of the Hallé, St Peter's building in Manchester. The project has now commenced RIBA Stage 4. The minor refurbishment and extension to the existing building has a total construction budget of 4 300 000 GBP exclusive of VAT.

The contract which is the subject of procurement is to appoint a main contractor to deliver the construction contract in a period no more than 15 months. The contractor will be provided with a complete Stage 4 design

It is the intention of the Hallé to enter into a JCT standard form of Contract with 1 main contractor.

The completion of a Pre-Qualification Questionnaire (PQQ) will be required before the contractor is invited to tender. Following the pre-qualification and tender stage, the award will be to the successful main contractor who will be required to enter into a contract of appointment with The Hallé.

The contracting authority will be using a restricted procedure and is procuring via a single supplier.

The brickwork at the base of the new building contains the entrance, café and smaller spaces in that programme that cements the connection between the old and the new. It acts as a principle performance hall above; an expressed box clad in finned, riveted bronze panels. This creates a reference to the water tank and heavy industrial artefacts - industrial revolution reference

Arranged over a basement, ground floor and first floor the accommodation in the extension provides new floor space totalling 1 123 m2 gross internal area, with a net internal area of 914 m2.

The design incorporates mixed- use and shared spaces that results in an efficient design. The new accommodation is cut and carved out of the solid to maximise light in and views out. It has been crafted to create visual links to the internal spatial system and outwards to help connect with the Cutting Room Square.

A main stair in the entrance foyer connects to the basement first floor. The basement accommodates toilets, shower, rehearsal spaces, storage, plant, piano lift, condition controlled instrument store room, archive and office administration, which benefits from pavement glazed natural daylight from above.

At ground floor, a singular main entrance is provided as a triple height volume with glass roof light to offer full views of St Peter's tower. This space provides legible understanding of the whole complex, making a direct link into St Peter's via the tower, as well as pointing to the main elements of the new building. The reception and box office monitor the ingress and egress of visitors and staff. The café, bar and kitchen have front house views and physical links to Cutting Room Square via an expansive glazed façade and sliding screens. The glass will be protected internally by open lath drop down security shutters in line with MCC's Design Guide for Commercial Frontages.

The existing main entrance from Blossom Street, will become purely a Halle staff / artists' entrance door as and when required a means of escape. The main entrance to the entire facility will be relocated to the phase 2 extension from Cutting Room Square. This is to ensure one controlled point of entry via a reception control point to all public visitors to the building. This is paramount for the Halle Concerts Society and their building management strategy to monitor all patrons' movement throughout the facility and to ensure safeguarding arrangements for children and vulnerable adults can be maintained. Access will be via the DDA compliant ramp on Cutting Room Square for wheelchair users by the ambulant disabled steps up to the front entrance door to Cutting Room Square.

Requests to participate must be made by completion of a PQQ. The PQQ is available from the point of contact in section I.1.

The contracting authority reserves the right to discontinue the procurement process at any time which shall include the right to award contract/s and does not bind itself to accept the lowest tender or any tender received and reserves the right to award contract/s in part, or to call for new tenders should the contracting authority consider this necessary.

The contracting authority shall not be liable for any costs or expenses incurred by any candidate in connection with the completion on and return of the information requested in this notice, or in participating in this procurement process, irrespective of the outcome of the competition or if the competition is cancelled or postponed.

All dates, time periods and values specified in this notice are provisional and the contracting authority reserves the right to change these.
