The Estimated total value indicated at II.1.5. is for both Lots, and is middle of the range estimate should all named authorities utilise the FPS. The potential range for spend is thought to be between 35 000 000 GBP and 70 000 000 GBP should all named authorities utilise the FPS.

The requirements sit under the Light Touch regime, and as such the Contracting Authority is setting up a Flexible Purchasing System (FPS). This FPS works similarly to a DPS except that it will not remain open, but be opened for new applications every 4 months from go live. When opened, interested parties will have 30 days with which to submit their application. There is also no minimum period with which the Contracting Authority must inform applicants of the outcome.

The procurement documents explain in more detail how this FPS differs from a traditional DPS.
