Explanation:

The United Kingdom Ministry of Defence (the ‘Authority’) intends to place a new support contract with Thales UK Limited (company number 0868273) (the ‘Company’), reference CSA/1100, to cover communications system equipment fitted to in service Royal Navy (RN) Legacy, Type 45 Destroyer (T45) and Queen Elizabeth Class Aircraft Carrier (QEC) platforms.

The term of the contract is 5 (five) years for the period 1.8.2017 to 31.7.2022, with 2 (two) additional 1 (one) year options for further support. This contract also includes an option for support to the QEC HMS Prince of Wales (PWLS) vessel for the period 1.8.2019 to 31.7.2022, with 2 (two) additional 1 (one) year options for further support to QEC HMS PWLS. This contract will enable continuation of support for these in service equipments. The estimated value of this contract over the 7 (seven) year period (i.e. 5 + 1 + 1) is 100 000 000 GBP (One Hundred Million Pounds Sterling).

The contract will cover the core support of the Legacy, Type 45 and QEC Integrated Communications Systems (ICS), known as the Fully Integrated Communications System (FICS) on T45, comprising of components, software, electronic and electrical sub-systems. The contract will also cover non-core tasking, including obsolescence rectification.

The Authority considers that this contract can be placed using the Negotiated Procedure Without Prior Publication pursuant to Article 28(1)(e) of Directive 2009/81/EC (Regulation 16(1)(a)(ii) of Defence and Security Public Contracts Regulations 2011) for technical (including safety) reasons.

This is because the Company is the equipment Technical Authority for the ICS, and as system integrator is the only supplier able to perform the required services, including safety management, due to its extensive technical knowledge of the equipment and availability of Suitably Qualified and Experienced Personnel (SQEP).

This VEAT Notice is not a request for Expressions of Interest (EoI) so please do not apply to be invited to tender. This notice advises that the Authority has decided to negotiate a contract with the named supplier on a single source basis, and is published for reasons of transparency. If you are interested in becoming a sub-contractor for this requirement, you should apply directly to the supplier named above.
