II.1.5)Short description of the contract or purchase(s)Westminster Kingsway College wish to appoint a single total facilities management (TFM) contractor to provide a TFM service consisting of both hard and soft services to their four (4) London Centre's located in the boroughs of Westminster and Camden.
Organisations invited to tender will be required to provide a service delivery model and comprehensive costs to perform services to specified standards under an output based specification and supporting contract.
It is currently envisaged that the scope of services to be included within the TFM services contract are:
- CAFM Helpdesk system,
- Fabric and M&E Maintenance,
- Building Support Services,
- Cleaning and Waste Management,
- Pest Control,
- Grounds Maintenance,
- Security,
- Meeting Room Management,
- Furniture Management; and,
- Mail services.
Currently it is envisaged that NEC3 Term Service Contract (TSC) will be used with amendments to cover the Contracting Authority's specific requirements.

The contract period is 3 years with the Contracting Authority being entitled (but without any obligation whatsoever) to extend this period by a further 1 year, and subsequent further 1 + 1 + 1 years (totalling 7 years).

3. VI.4.2)Lodging of appealsPrecise information on deadline(s) for lodging appeals: The Contracting Authority incorporates a minimum 10 calendar day standstill period at the point of information on the award of contract is communicated to the tenderers. This period allows unsuccessful tenderers to seek further de-briefing from the Contracting Authority before the contract is entered into. Applicants have two working days from the notification of award decision to request additional de-briefing and that information has to be provided a minimum of three working days before the expiry of the standstill period. Such additional information should be requested from the contact point in Section I.1 of this Notice.
If an appeal regarding the award of contract has not been successfully resolved: The Public Contracts Regulations 2006 (SI 2006 No 5) provides for aggrieved parties who have been harmed or at risk of harm by a breach of the rules, to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly.
