Protective gear. Garments for anti-ballistic protection. This will consist of both the initial procurement and support for SAKER and options for further procurement and support, including OSPREY 2 (refer to II.2.1 for further detail).

II.2.1)Total quantity or scope:
The Authority has a potential requirement for delivery and support (including repair/refurbishment) of medium protection ballistic plates (to be known as SAKER operational plates) and high protection ballistic plates (to be known as OSPREY 2 operational plates) together with associated training plates. Training plates are not to provide ballistic protection but to simulate accurately the mass, size and shape of SAKER and OSPREY 2 operational plates. Both SAKER and OSPREY 2 operational and training plates are to integrate with the in-service VIRTUS System, in particular the VIRTUS Scalable Tactical Vest.
SAKER and OSPREY 2 operational and training plates are required in a range of sizes for male and female users for dismounted close combat operations and training. Each user will require an appropriate level of protection coverage proportionate to their size. It is anticipated that there will be five sizes of operational and training plate sets, each consisting of a front and back plate required to fit the range of male and female users. The requirement for each size of plate set will be specified in the Invitation To Tender (ITT).
It is anticipated that under this contract the initial procurement will be for approximately 21 000 sets of both SAKER operational and training plates (consisting of a front and back plate), with options to sustain up to 107 254 sets of both SAKER operational and training plates and for on going through life product improvement. It is anticipated there will also be options to sustain up to 107 254 sets of OSPREY 2 operational and training plate sets (consisting of a front and back plate).
The Authority intends to present the project scope to the market at a Pre-Qualification Questionnaire (PQQ) Briefing Day planned on 29.3.2017 at Warminster, Wiltshire. At the PQQ Briefing Day more information will be provided regarding the project and the overarching requirement. The Authority will not meet any costs incurred by participation at the PQQ Briefing Day. Potential suppliers who wish to attend the PQQ Briefing Day shall send an expression of interest by 21.3.2017 via the contact email at Section I.1 above.
The Authority is undertaking a PQQ exercise where potential suppliers will be required to demonstrate their level of competence against the Authority's criteria. Full assessment criteria and the evaluation process for the PQQ are detailed within the supporting PQQ documentation.
PQQ responses are invited from potential suppliers who are capable of delivering and supporting both the SAKER and OSPREY 2 operational and training plates as detailed above. The Authority reserves the right to verify the information supplied within potential suppliers' responses to the PQQ.
The Authority currently intends to issue an Invitation To Tender to those successful at the PQQ stage, not before July 2017. Tender assessment is currently scheduled to take place between October 2017 and June 2018. Whilst the dates in this paragraph are the best current estimate, they may be subject to change due to unforeseen events, and therefore cannot be guaranteed.
The SAKER and OSPREY 2 requirements are protectively marked for security purposes and to be eligible to receive the Invitation to Tender potential suppliers must have a facility with a minimum of Provisional List X clearance.
Potential suppliers who are invited to tender will be required to provide samples of both SAKER and OSPREY 2 operational and training plate sets at Tender return.
At a later stage of the assessment there will be a requirement for additional sets of the proposed SAKER and OSPREY 2 operational and training plate sets for testing and trialling; to be delivered not earlier than November 2017 (date to be confirmed in the Invitation To Tender).
Potential suppliers should note that the AWARD evaluation tool will be used at the Tender evaluation stages for this requirement.
The performance of the Contract will be subject to monitoring and management through key performance indicators.

Description of these options: It is anticipated that there will be Contract Options for the delivery and support of SAKER operational and training plate sets. The Contract is likely to contain Options within the first 5 years together with a further 5 x 1 year Options resulting in a potential Contract of 10 years.
It is also anticipated that there will be an option to allow for the delivery and support of OSPREY 2 operational and training plates to sustain up to 107 254 users. The OSPREY 2 options are to be available for the period of the Contract (5 years) and for a further 5 x 1 year extension options.
