This Contract Notice sets out the information which is required by the Authority in order to assess the suitability of potential Applicants in terms of their technical knowledge, experience and financial standing to meet the requirement.
SGN working in partnership with Mutual Energy Ltd, the High Pressure (HP) transportation licence holder for the ‘Gas to the West’ (GttW), are planning to construct a 78km HP steel pipeline with seven associated Above Ground Installations (AGI's) including four Pressure Reduction Stations (PRS's) facilitating the supply of natural gas to the city gates of Dungannon, Cookstown, Magherafelt, Omagh, Enniskillen and Derrylin. In addition, an extension of the Intermediate pressure network, (up to and including 7bar pressure), will also be executed to supply the towns of Dungannon, Coalisland, Magherafelt, Cookstown, Omagh, Enniskillen and Derrylin involving, in the region of, approximately 103km of HDPE pipe.
Construction is expected to commence June 2017 and be completed during the final quarter of 2018. Final reinstatement will continue through the first half 2019. All works will be in accordance with Gas Industry, Institution of Gas Engineers and Managers (IGEM) standards, SGN and Transco specifications. Following GttW project completion, works shall include the establishment of the gas distribution network.
In order to assist with the project delivery and subsequent network distribution establishment, this contract notice is issued to highlight the following inspection services that may be required, in order to support the SGN Project management team.

General Information regarding the Invitation to Tender
- Only Qualified applicants shall be invited to participate in the Tender Process.
- Utilisation of SGN Gas to the West Bespoke conditions of contract, for the provision of inspection services. An indicative draft agreement is available for collection, with the Pre Qualification Questionnaire on the Gas to the West Project Portal (refer to address details below).
- The inspection services shall be provided within a 2 or 4 years framework agreement, with an option to extend the term by a further period of up to two years, at the sole discretion of SGN.
- The award will be on the basis of the ‘Most Economically Advantageous Tender’ taking into account actual and estimated costs and benefits to us by the application of the following predetermined Award Criteria:

A = (1 - ((TP - LP) / LP)) x MV x 100 - Price/Commercial + (Q x MQ).
- Qualitative Where:
a. TP is the Tenderer's Price.
b. LP is the Lowest Tendered Price.
c. MV is the maximum score for the Price Evaluation (i.e. 70 %).
d. Q is the sum of the Qualitative Scores in Stage 1.
e. MQ is the maximum score for the Qualitative Evaluation (i.e. 30 %).
