Explanation:

Joint Forces Command (JFC), part of the UK Ministry of Defence intends to award a three year contract to 1Spatial Group Limited for the licensing, support and maintenance of the Mercator Cartographic Production System (MCPS). It is considered that this contract can be placed using the Negotiated Procedure Without Prior Publication of a Contract Notice pursuant to Article 32(2)(b)(iii) of Directive 2014/24/EU of the European Parliament and of the Council (Regulation 32(2)(b)(iii) of the Public Contracts Regulations 2015). This is for reasons connected with the protection of exclusive design rights; Mercator is a proprietary product owned wholly by 1Spatial Group Limited and such services cannot be provided without access to that information.
