Explanation:

The Secretary of State for Defence (the Authority) acting through the International Guns, Missiles and Rockets Project Team of Defence Equipment and Support proposes to award a 4 year contract from April 2017 to 31.3.2021, with an option to reduce the contract duration by one year to 31.3.2020, to Portsmouth Aviation Ltd (PAL), Airport Service Rd, Portsmouth PO3 5PF.

The contract is to provide In-Service Support of the Paveway II and Enhanced Paveway 2 Weapon Systems and their associated ancillaries, including Technical Support of Core Activities, Programme Management, Technical Support, Design Support, Performance Indicators, Obsolescence Management, Disposal, Safety Management, DAOS, Quality Assurance, Configuration Management. Support may be provided to the following areas through authorisation of tasks to the contract; Tails & Support Items, Spares, Mk 22 Practice Bomb, Mk 20 Forged HE Bomb, Tails & Support Items, Hoisting Lug No 2 Mk 1, A1047 Mk 2 and Mk 3 Bomb Pallet, Packaging, Amendment to existing drawings and publications, Modifications or Enhancements to existing design, Ad hoc meetings, Fault Analysis and Investigation, Obsolescence Management, and Publication updates.

The Authority believes this contract can be placed via the Negotiated without Prior Publication procedure pursuant to Article 28 (1)(e) of Directive 2009/81/EC (Regulation 16 (1)(a)(ii) of the Defence and Security Public Contracts Regulations 2011) for technical reasons on the basis of safety considerations.

PAL have the specific knowledge, tools and means to support these weapons as they hold the IPR rights to the 1 000 lb Mk20 HEMC Bomb, Tail No 120, Adaptor Nose Assembly, Plug Aircraft Bomb Nose No79 and Paveway LEFA Clip. They are the only organisation suitably qualified and experienced to provide the required level of support at an acceptable level of risk.

PAL are the Design Organisation for both Paveway II and Enhanced Paveway 2. As such are the only company who have the authority to sign the Certificate of Design for the weapons. The technical expertise within PAL is key to the continued safety certification and maintenance to ensure a continued Paveway II and Enhance Paveway 2 capability.

Portsmouth Aviation Ltd are therefore uniquely placed to undertake the requirement to support these weapons through their remaining service life.
