The Morpheus project has a requirement to establish a number of Authority managed Platform Installation and Fielding capabilities during the Evolve to Open (EvO) contract period and beyond. These capabilities will enable the conduct of platform surveys, platform installation design, BCIP to EvO First of Type (FOT) installation and preparation for fielding activities on behalf of the Authority against an Army Headquarters (AHQ) endorsed fielding strategy and plan.
Morpheus PI Objectives
The objectives of the Morpheus Platform Integrator procurement are to provide functions (and associated outputs) within the scope outlined below during the EvO D&D phases at the point in time at which the Authority requires them in order to:
a) Support the delivery of the EvO Design and Development (EvO D&D) phases to Performance, Time and Cost (P, T & C).
b) Inform the EVO system and product design by identifying platform specific constraints, opportunities for improved usability and maintainability and ensure minimal disruption throughout conversion.
c) Develop platform installation designs for the installation and integration of the EvO System design and other associated upgrades (new radio fits) which are tested and verified through the Platform Installation design and Certification (ID&C) process, in a number (circa 10-15) of FOT platforms prior to Operational Field Trials (OFT).
d) Develop platform installation designs (as above) for all Land, Maritime and Air Platforms which are to receive EvO and associated upgrades and as far as possible verify through the Platform ID&C process (approx. 70 - 100 Land, 10 Maritime & 3 Air) prior to the end of EvO D&D phase.
e) Increase the authority's in-house levels of PI&F Knowledge, Skills and Experience (KSE) to inform future tasking required to support large scale OFTs and fielding.

Morpheus PI Scope.
(1) Platform Integration Requirements.
Within the EVO Design contract timescales, the Platform Integrator will be responsible for identifying the Platform Integration Requirements that need to be considered and managed during the Installation Design & Certification process (ID&C) for the selected FOT platforms. The identification of platform integration requirements will be achieved by the PI conducting Platform Surveys of a representative sample of platforms to establish platform baselines and gather data necessary for development of the concept installation designs and initial fielding schedules.
(2) Platform Installation Design.
The process by which the TacCIS installation is designed to meet the requirements set out in JSP 604 leaflet 4850 including the generation of Platform Specific Installation Designs, Initial ID&C Reports, FOT platform PSDs/BOMs, Cable Designs, Initial Interface Control Documents (ICD).
(3) FOT Platform Installation and Certification
Prepare the platform ready for installation of the new system. This could include fitting of cables to achieve the stated Platform Presentation State Specification. The installation of physical EvO equipment required in a vehicle to deliver the capability (e.g. supplied IKEE and LRUs. Supporting the process by which the TacCIS installation is certified to meet the requirements set out in JSP 604 leaflet 4850 e.g. E3 testing.
(4) FoT Testing
Supporting the Authority and the System Integrator in conducting a defined FOT test to demonstrate EvO system performance of the installed EvO fits and support user acceptance. The FOT test will also be used to inform platform installation performance and constraints which need to be considered and potentially reworked before fielding at scale for OFTs.
(5) OFT & Fielding Preparation Support
Support the Authority in the production of planning documentation and activities required for OFT, potential platform conversion and large scale fielding of the Morpheus Baseline. The OFT, platform conversion and large scale fielding technical support will be procured separately to this procurement towards the end of EvO D&D.

The Authority would like to engage with industry regarding its Platform Integration requirement and receive expressions of interest from potential suppliers interested in the future competition. As part of this engagement the Authority is also considering developing a question set to share with industry to assist us in developing our approach to procuring the MORPHEUS Platform Integrator.
