Runnymede Borough Council (RBC) invites submissions for an Architect's Design Competition to design and build a new block of flats for student accommodation. The objective is to obtain 1 Candidate who may be selected by RBC following an appraisal of their RIBA Stage 2 Design and Qualitative Delivery Proposal by the Assessment Panel. The successful Candidate may be novated to the Main Contractor to undertake the Planning objectives and to assist the Main Contractor in finalising their Packages of Work.

VI.3.2)Lodging of appeals
Precise information on deadline(s) for lodging appeals: RBC will incorporate a minimum of 10 calendar days standstill period at the point that information concerning the Award of Contract is communicated to Candidates. Applicants who are unsuccessful shall be informed EN Standard form 02 - Contract notice 12 / 16 by RBC as soon as possible after the decision has been made as to the reasons why the Applicant was unsuccessful. The purpose of the standstill period is to allow the Candidates to apply to the High Court (England, Wales and Northern Ireland) to set aside the award decision before the Contract is entered into. If an appeal regarding the award of the contract has not been successfully resolved following notification to Candidates, The Public Contracts Regulations 2015 provide for aggrieved parties who have suffered or risk suffering, loss or damage, by a breach of the Regulations, to take action in the High Court (England, Wales and Northern Ireland). Any such action must generally be brought within 30 days. If a declaration of ineffectiveness is sought, any such action must be brought within 30 days where RBC have communicated the Award of the Contract and a summary of reasons to the Candidates, or otherwise within 6 months of the Contract being EN Standard form 12 - Design contest notice 8 / 9 entered into. Where a Contract has not been entered into, the Court may order the setting aside of the Award decision or order RBC to amend any document and may award damages, make a declaration of ineffectiveness, order RBC to pay a fine, and/or order that the duration of the Contract be shortened.
